English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a latest survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of councils are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils seeking to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on service redesigns and utilising savings to weather growing financial challenges.”

Detailed Examples of Proposed Disposals

One local authority in Kent said its property management strategy included the disposal of a shopping centre in Rainham and a social club in another town to generate £20m over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise local levies next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils this week further found local finances being stretched by the increasing figures of children and adults requiring Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have put off planned reforms to the Send system until next year after a policy document setting out those changes has been postponed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“While only one key city is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges facing municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and need,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the past 12 months, the study found.
